Each person who carries out skin piercing also needs a personal licence. Electrolysis or acupuncture under the control of a doctor is exempt. A licence for the premises will only be issued if they comply with the conditions contained in the adopted byelaw. At present the law does not cover other forms of body piercing and hence no licensing is required although it is normally expected that body piercers will carry out ear piercing which is licensed. The licence for the premises covers the business at that address, although a person covered by a licence may occasionally operate at other premises. AcupunctureTo apply for registration, please contact the Environmental Health Department on 01273 484358 for an application form, copy of the conditions and bye-laws, and relevant advice from a Licensing Officer. Application forms for sole and multiple applicants are available. Once fully completed the form should be submitted, together with copies of any relevant qualifications held, and a cheque for £80 to cover the registration fee. An Officer will make contact to organise an inspection of the premises. This will focus on sterilisation and use of disposable needles, disposal of sharps, a written safe working procedure, first aid, a register of all people tattooed and proof of age, personal protective equipment, knowledge of RIDDOR (Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 1995), risk assessment and general cleanliness. Once completed and provided the premises meets all specified conditions, a licence will be granted and issued. An updated copy of the conditions may also be included. These conditions must be adhered to and the licence should be on visible display at the premises at all times. This is a permanent registration and does not require annual renewal.
